Oh yes! Hobbits by default know at least a little about cooking- can't live without it! Bon Bon could potentially worm some Shire recipes out of him if she feeds him in return.

I have no idea how exactly the subject would come up but Doctor is a great cook too. He took cooking lessons in France in either the 18th or 19th century- he forgets which it was.
